Government controlled propaganda has been around for centuries, the United States and Canada started large scaled government agencies during World War 1, virtually at exact same time. Media was one of their largest tools.

Propaganda isn't necessarily about truth or lies, its about the manipulation of them to push or promote a narrative.

Dominion Bureau of Public Information (1917-1935)

The Dominion Bureau of Public Information (DBPI) was Canada’s first official government agency dedicated to propaganda and public relations. It was created in 1917 during World War I to manage government messaging, shape public opinion, and support the war effort.
